The powered access sector is unusual, if not unique in that it has an internationally recognised operator training and certification scheme in the shape of the Powered Access Licence (PAL) Card scheme. The scheme is administered by the International Powered Access Federation (IPAF), which developed the training programme with input from industry professionals. In addition, the scheme is certified by TÜV as conforming to the international standard ISO 18878:2004 Mobile elevating work platforms - Operator (driver) training.

Qualifying for a PAL card involves operators undertaking a short training course, which includes classroom training on the safe use of powered access equipment, as well as hands-on operation. Following this and a short exam, successful operators are awarded a PAL Card that is valid for five years.
