Galileo stalls
Development of Europe's Galileo satellite navigation system has come to a halt following the breakdown in talks to negotiate the associated PPP concession. A new report by the Commission says the only way to re-start the projects is by using public funds to buy some, if not all, of the satellites. Chris Sleight reports.
